NBC 7 has learned the motive for placing rocks below an underpass near downtown San Diego may have been to clear the area of homeless people before Padres games at Petco Park this season. In an effort to address the retention problem San Diego police departments are facing, Councilman David Alvarez proposed further pay increases and better training programs for officers.
