At the March 2,201 I, Natural Resources & Culture (NR&C) Committee you presented a draft of your "Comprehensive Policy for a Sustainable Water Supply in San Diego." I applaud your efforts in working to update city policies regarding this issue because it is one of the most important issues facing our city in the coming years.
At the hearing you asked for feedback from each committee member, which was provided to you verbally. I am submitting my suggestions and comments in writing:
On page 2 of 6, under the heading "General," (#AS): I believe it would be appropriate to require a Council or NR&C action, such as adopting a resolution supporting the Work Program;
On page 3 of 6, under the heading "General," (#A13): A requirement that these plans be updated with a certain frequency (every 5-10 years) should be required so that they do not become outdated;
On page 4 of 6, under the heading "Conservation," (#C4-water credit trading): Based on staff comments at the hearing, I believe this item needs to be vetted further, perhaps having staff provide a report to NR&C prior to this policy returning for committee
On page 5 of 6, under the heading "Local and Regional Supply," add a line that states "Support new technological improvements in the field of indirect potable reuse;"
Additionally, having an inclusive process that involves outreach to various stakeholder groups is vital to the success of updating this policy. The following groups should be consulted prior to this policy returning for final committee approval: California Restaurant Association (CRA), City of San Diego Community Planners Committee (CPC), Coastal Enviromnental Rights Foundation (CERF), Environmental Health Coalition (EHC), Food & Water Watch, San Diego Earthworks, San Diego Building Owners and Managers Association (BOMA), San Diego Coastkeeper, San Diego County Apartment Association (SDCAA), San Diego County Taxpayers Association (SDCTA), San Diego Regional Chamber of Commerce, Sierra Club, Surfiider Foundation.
