Continuation of the University Avenue Mobility Plan and the 25th Street Renaissance Project

The University Avenue Mobility Plan (UAMP) and the 25th Street Renaissance Project are key transportation-related projects in our districts, and we respectfully request work on both continue to ensure their timely completion.

UAMP and 25th Street received Federal Transportation Enhancement (TE) funds. Such funding is subject to administrative regulations that require use of the money by fiscal year's end. UAMP and 25th Street experienced various schedule delays preventing each from being able to request their TE allocations by June 20, 2011. To avoid loss of these dollars, SANDAG's board reallocated the funds this spring to other projects in the region.

According to SANDAG, both projects are eligible for two upcoming grants, and we ask that City staff apply for the funds. This summer, there will be a call for projects for the TransNet Active Transportation Program. A call for projects for the Smart Growth Incentive Program is expected at the beginning of calendar year 2012. SANDAG staff has made positive comments about both projects and believes the City's applications would compete well.

To ensure ongoing progress as well as positive outcomes of these grant applications, we also request that City staff continue working on both projects including but not limited to producing the construction drawings for 25th Street, which could be initiated after the design is completed in June 2011.
