Formation of Maintenance Assessment Districts

As I continue to work with the residents of District Eight to improve and beautify our neighborhoods, the possibility of forming newMaintenance Assessment Districts (MAD) has been raised. In considering the formation of new MADs, I have a couple questions I thought would be best addressed by your office:

1.    If a property owner within a suggested MAD decides to fund the formation process, can they be reimbursed from the assessments for these costs if and when theDistrict is actually formed?  If such work is performed by a consultant hired by the property owner and if the consultant agrees to defer some the costs of their services until after the district is formed, can the consultant be reimbursed from the assessments?

2.    If the formation process is funded by the city, can the city be reimbursed for all costs, including the use of an outside consultant, once a MAD is successfully formed?
