Legislation to Build More Housing and Reduce Affordable Homebuilding Costs is Signed by the Governor

(Sacramento) Today, the Governor signed legislation to address California’s housing crisis.  Assemblymember Alvarez’s (D-San Diego) bills include incentives to build more housing and reduce costs for affordable homebuilders.

Assembly Bill 1886 would provide certainty to the Builder’s Remedy by clarifying when housing projects become eligible for the provision.

“The Builder’s Remedy was established to get cities who are failing to do their part to resolve California’s housing crisis,” said Assemblymember David Alvarez. “Due to a lack of clarity in the law, it has largely gone unused, and when it does get used, cities try to stop housing projects by saying this law does not apply to them. AB 1886 provides certainty and clears up ambiguity to ensure it functions as it was intended: to help California meet its housing goals.”

Assembly Bill 2430 would exempt a homebuilder from paying unnecessary fees on 100% affordable projects. The duplication of monitoring fees adds extra costs to affordable housing developments at a time when the cost to build housing is already too high.

“Affordable homebuilders face significant challenges in securing the necessary funding and financing to build much needed housing,” said Assemblymember David Alvarez. “I want to thank the Governor for signing legislation which supports affordable housing developments and provides relief by eliminating duplicative monitoring fees.”
